OpenAI Subscribers ChatGPT Professional Edition Starting today, Plus plans will be able to use OpenAI's video generator Sora, but only if they live in certain countries.
During a live broadcast on Monday afternoon, OpenAI revealed key information about Sora, including technical details. The version launched today, called Sora Turbo, can produce clips ranging in length from 5 seconds to 20 seconds, with different aspect ratios and resolutions.
According to the video blogger Marcus BrownleeSora has previewed the features, allowing her to create videos based on text prompts or images, and edit existing videos with remix tools. The storyboard interface allows users to create video sequences, while the blending tool lets you take two videos and create a new video that retains elements of both videos.

production staff Sora is required to generate the video, the amount varies based on resolution and duration. ChatGPT Plus and Pro plans offer 1,000 and 10,000 points respectively, which reset monthly and require no rollover.
480p videos produced with Sora cost 20 to 150 credits, 720p videos cost 30 to 540 credits, and 1080p videos cost 100 to 2,000 credits. Beyond that, pricing gets a little complicated.
The ChatGPT Plus plan includes 1,000 credits for up to 50 720p, 5-second “priority videos” (i.e., quickly generated videos), while the Pro plan includes 10,000 credits for up to 500 1080p, 20-second priority videos. The Pro version also includes unlimited “easy” (i.e. low priority) watermark-free videos. By default, Sora videos have a watermark and a visual indicator in the lower right corner.
Points reset at midnight each month, do not roll over, and expire at the end of each billing cycle.

But the new Sora won't be available in Europe, at least not at first. one newly published A help page on the OpenAI website lists Sora's supported regions “on the web and mobile devices,” but omits all EU countries. OpenAI notes on the page that accessing Sora outside of the listed regions may result in account ban or suspension.

This isn't the first time OpenAI has skipped EU countries for an initial product launch. This summer, when the company began rolling out Advanced voice modeits human-like conversation function Chat GPTEU users were excluded from early waves.
In a statement provided to TechRadar this fall, OpenAI attributed to Advanced Voice Mode delays “additional external review” required in some regions. “This is common practice to ensure (our) functionality meets local requirements,” a spokesperson told the publication at the time. “Those (reviews) may take some time.”
Advanced Voice Mode is rolled out to most EU customers in October.

Other tech companies working on AI models and products, such as Meta and Microsoft, have also been forced to delay the release of AI products in the EU due to the EU's complex web of data privacy regulations. Meta has been particularly vocal about what it sees as burdensome compliance requirements, approving one earlier this year open letter Calling for a “modern interpretation” of European privacy laws that does not “reject (artificial intelligence) progress”.
